The Houston Texans won’t trade for Tony Romo, but they’re certainly interested in him. According to a report, the Texans will pursue Romo should he reach free agency and offer a health-based, incentive-laden contract.
Texans want Romo but they don't want to trade 4 him. If he's released, they'll pursue him. He'd have to stay healthy to earn a lot of money

Dallas Cowboys owner Jerry Jones has recently granted teams permission to talk to Romo and work him out, which you can read about here. Still, that doesn’t necessarily mean a release is imminent. In fact, it more likely means that the Cowboys want to bolster Romo’s trade value and want teams to see that he can still play.
At a certain point, though, it’s hard to imagine Houston not attempting to make a trade. Something clearly has to be done at the quarterback position. Presently, the Texans have one of the NFL’s most talented rosters, with the weakness being Brandon Weeden and Tom Savage as the only quarterbacks.
If that holds, Houston’s best case scenario will be winning a weak AFC South again and having a predictably short playoff stay. Everyone knows it. It’s the same movie we’ve seen the last two years with Brian Hoyer and Brock Osweiler.
Landing Romo would at least give the Texans a chance to hope for something more.
Trading for him wouldn’t be cheap, so hesitancy is understandable. But at a certain point, Houston has to make it happen. The rest of the quarterback market (including the 2017 NFL Draft) is just not strong enough to do anything else.
