Vingegaard, 26, crossed the line on the Champs-Elysees in Paris linking arms with his Jumbo-Visma teammates.
Chief rival and two-time champion Tadej Pogacar of Slovenia finished second, followed by Britain’s Adam Yates.
Belgium’s Jordi Meeus won Sunday’s final stage in a photo finish with three other cyclists.
Vingegaard took control of the three-week, 2,116-mile race during Wednesday’s mountain stage in the Alps.
