Luck has been in the concussion protocol this week, and with the short turnaround was unlikely to be active for the game.
Indianapolis will start backup quarterback Scott Tolzien against a formidable Steeler front seven. In a related move, Indianapolis activated Stephen Morris from the practice squad to the active roster.
At 5-5 on the season, Indy needs a win here to remain viable in the AFC Playoff picture.
